Our first public meetings started January 2011 and we’ve been growing slow & steady ever since. Rebecca & I moved from Oregon where our home church Mannahouse in Portland sent us out to start a new work. Mannahouse in Portland has been starting new churches for more than 35 years. Our Pastor, from Portland, Frank Damazio had been a shining example to us and (after a time of evaluation) encouraged our dream! Many of our friends, family members, and CBC spiritual family sent us out with donations and their prayer support (for this we are so very grateful!)
Rebecca & I chose to name our new church in Baltimore “City Harbor Church” because we believed that is represented what God had put in our hearts. We knew that we were called to start a church in the city, bringing people to the God of the Bible and to a strong local church.
We are happy to be a part of a network of churches called “Minister’s Fellowship International”. So many of our mentors and spiritual family make up the strength of this amazing world changing association! Here’s two videos about MFI: 1 Minister’s Fellowship International and 2 25th Anniversary
Why are we here? People need Jesus. The church is God’s vehicle of hope. We cannot start churches fast enough if we intend to serve our cities with Jesus.
Starting local church inside cities is how Jesus followers responded to what He had told them to do. Acts 2:41-47, 4:32-35 They did so with a simple focus: Jesus – souls. They did so “gathered” & “scattered”.
We want to help people find spiritual maturity: Intimacy with God, Community with Insiders, and Influence with Outsiders.
You see… The church is a great place to connect with God. The church is a great place to connect with people.
- Loving Jesus in a way that people talk about.
- Where people find salvation & healing in Jesus.
- Helping people find careers & peaceful homes.
- Where everyone can find a place that they fit.
- Serving the city with love that works.
We believe that Jesus Christ is the Way to a great life where you can have peace. We believe that true Christ followers worship in churches that are ethnically, educationally, and economically diverse – reflecting their neighborhoods. We believe that church should serve the community and make a difference! We are now doing everything we can to learn as much as possible about Baltimore to find where can we serve the city.
We love a city on the water! Baltimore is one of the most important cities in US history and it is still educating the leaders of tomorrow.

We want to be better connected with God and with each other. That’s why we get together on the weekends for an experience we call “Weekend Worship”. We love to get into one room to sing, pray, and discuss how the Bible helps our daily life. We have a great set up for our kids! They have a fun place to learn. We screen the volunteers and provide a place you can feel comfortable.
When we get together you will hear people say that there are, “no perfect people allowed”. That’s our way of saying that we all have a past and we all have a future hope in Jesus. So please come as you are. Dress the way you’re comfortable. We like to be real with each other. Family is great when there’s honesty.
We don’t have it all figured out. Each of us came to a place of accepting the gift of grace in Jesus. We get together to celebrate it and learn more about it. Think about this: God didn’t wait until you were at your best to send Jesus. He knows who you are and what your life is like. We want to help you find the life-giving love that we have found in Jesus. At City Harbor Church you will find people who enjoy real living by believing in Jesus. The weekend worship is a 90-minute experience that’s worth your time!

Life Groups
At City Harbor Church, we want to help you get connected with life-giving relationships. You can be better connected with God and with other people. You may hear one of us say, “Nobody stands alone.” We believe that we are all wired for relationships. No one is designed to be lonely. You don’t have to be alone anymore.
Each of us has a next step to take in growth. At City Harbor Church, we can introduce you to someone, or a group of people, who can help you take that next step. We have “Life Groups” who meet in homes for a variety of reasons. We’ll help you find the focus you’re looking for. You may find life-long friends or a small group that discuss a topic or a book for a few weeks. We grow together. Daily life is better. Our families, our work, and our homes are better as we grow in how we pray and how we learn from the Bible.
We are thrilled to have Life Group Leaders who live in a variety of neighborhoods around the city. We would love to help you find a group that will work for you. Thankfully, none of our leaders have it all figured out. Each one knows what it means to need help. We believe that the church is not an event to attend on the weekend. We believe that church works when we share life.

Rev Dr. Frank Damazio – Portland, OR
It is our great honor to have been sent out to Baltimore from City Bible Church in Portland. Pastor Frank Damazio is our Pastor. He is the Lead Pastor of City Bible Church Portland OR and serves as President of Minister’s Fellowship International & Portland Bible College. A published author and sought after speaker, Pastor Frank Damazio leads with a clarity that is far too uncommon.

Rev Dr. Steven Stells – Hope Point: Chesterfield, VA
Pastor Stells is the Founding Pastor of The House of Prayer in Chesterfield, VA. Pastors Steven & Sharon started the church on July 4, 1976. “Pastors Ben & Rebecca Malmin served as Youth Pastors to The House of Prayer 1997-1999. They have maintained a close relationship ever since.” Pastor Stells serves many leaders, churches, and organizations across the US and internationally.
Pastor Dennis Lacheney – Christian Life: Chester, VA
Pastor Lacheney is the Pastor of Christian Life. Pastor Dennis & Suzanne started the church in 2002. They have served as advisors to Pastors Ben & Rebecca Malmin for years. Christian Life has experienced very stable growth since its birth and continues to grow. Pastor Dennis also provides a positive impact on many other churches across the US and internationally.
